I know it's possible, but what has to be done? I don't have any fancy smancy stuff like cruise/audio controls, I just want the wheel and the horn.
How hard is it?
Anyone know what the legalities are of fitting the steering wheel to a non-airbag car?

With regards to the legal aspects of fitting an airbag steering wheel to a car not fitted from factory with an airbag, in Victoria, if you have a safety feature in the car it must be functional. If you wanted to be 100% legal then you'd need to remove the physical airbag and just have the casing instead. Otherwise install an srs system which would be a fair bit of work.
In reality, how would anyone know that it isn't functional? I suspect the only person could check that would be a mechanic. While most cars have a SRS light that lights up on the dash, not all do so unless he's going to hook up a manufacturer specified machine to scan the electronics he's never going to know. That being said, if you did have an accident and injured yourself as a result of not having an airbag, then you'd probably not get a payout from the TAC.
Speak to Mal or Sean about fitting the wheel. I know Sean has the TL/TW steering rack so it might just fit straight on without modification (apart from electronic part).
